Hard, easy-to-clean surfaces reflect sound. Microcement, marble, concrete and glass all do this. A café finished entirely in them can become loud enough that guests leave sooner than planned. Absorptive ceilings, upholstered banquettes and fabric panels bring the noise level back down.

Lighting needs the same testing. Check it at midday sun and at evening service. Look for glare on phone screens and for colour temperature that flatters both the food and your guests.

Mall and landlord sign-off

Malls and landlords publish fit-out guidelines covering shopfront design, signage, materials, working hours and the drawing packages they expect. A tenant coordinator reviews your drawings before any work starts, and comments can take more than one round to clear. Deposits, contractor registration and permits for hot works are all part of this stage.

Civil Defence and municipality NOCs

An NOC is a no objection certificate, an authority's formal approval to proceed. In Dubai, the key ones come from Dubai Municipality and Dubai Civil Defence (DCD).

  • Kitchen layout. The Dubai Municipality kitchen layout must be signed off before fit-out work starts. Starting construction without it risks costly rework when an inspector flags the layout.
  • Fire suppression. Restaurants with commercial cooking equipment need two separate systems: ceiling sprinklers and a dedicated kitchen hood suppression system. Since January 2026, the hood system must be UL 300 certified.
  • Fire alarm monitoring. Cafés and restaurants must connect their fire alarm to a DCD-approved 24/7 central monitoring station. The requirement is now reaching existing F&B premises at licence renewal, with annual monitoring typically costing AED 1,200 to 2,400.
  • No size threshold. There is no minimum size for the Civil Defence NOC on F&B premises. A 50 sqm café needs the same approval as a 5,000 sqm restaurant.

Outside Dubai, each emirate runs its own municipality and civil defence processes. Build this into your programme if you are opening in Abu Dhabi, Sharjah or the northern emirates.
